Based on that foundation, during the group discussions of the Fifth Session of the 15th Thai Nguyen Provincial People's Council, delegates devoted considerable time to analyzing solutions to create momentum, improve the quality of growth, and enhance the effectiveness of key economic sectors. In particular, they focused on developing the tea industry into a high-value-added sector, capable of competing in both domestic and international markets.
Top 10 provinces and cities with the highest double-digit growth rates.
In the first six months of 2026, amidst the rapidly changing, complex, and unpredictable global and regional situation; strategic competition among major powers, geopolitical conflicts, trade fluctuations, and rising energy and raw material prices significantly impacted production, business, and socio-economic development. Under the close leadership and guidance of the Central Government and the Provincial Party Committee; the decisive and flexible management of the Provincial People's Committee; and with the involvement of the entire political system, the business community, and the people, Thai Nguyen province has strived to overcome difficulties, maintain growth momentum, and achieve many positive and outstanding results in almost all fields. These results were clearly demonstrated in the speeches, reports, and videos presented at the opening session of the meeting.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Bui Van Luong emphasized that the GRDP growth rate in the first six months of 2026 is estimated at 10.01%, placing it among the top 10 provinces and cities with the highest double-digit growth rates nationwide. In the second quarter of 2026 alone, growth ranked third nationwide; the industrial production index increased by 19.88%, continuing to affirm its role as a driving force for economic growth; total state budget revenue reached over 15.1 trillion VND, equivalent to 57.2% of the annual forecast; total export turnover reached over 18.5 billion USD, an increase of 19.8%, placing Thai Nguyen among the leading localities nationwide in terms of export scale; total social development investment reached 36.7 trillion VND, an increase of nearly 12%; and foreign direct investment continued to thrive with total registered capital increasing by over 8 billion USD, leading the country.
In particular, after a year of implementing the two-tiered local government model, Thai Nguyen has achieved very positive results. The government apparatus at all levels is gradually operating stably and smoothly; decentralization, delegation of power, administrative reform, and digital transformation have been implemented synchronously, contributing to improving the effectiveness and efficiency of state management and the quality of service to people and businesses. Highly appreciating Resolution No. 08/2025/NQ-HĐND dated July 30, 2025, of the Provincial People's Council, which promulgates many contents supporting the development of the tea industry, from support for seeds, organic fertilizers, GAP certification, planting area codes to investment in water-saving irrigation systems and production mechanization… the delegates requested the Provincial People's Committee to provide information on the disbursement results and the effectiveness of policy implementation in terms of productivity, quality, and value of tea products. At the same time, they requested the Provincial People's Committee to clarify solutions for controlling the quality and food safety of tea products, including strengthening random sampling and monitoring at production areas, processing and trading facilities; solutions to prevent counterfeit tea, imitation tea, and tea of unknown origin, protecting the reputation and brand of Thai Nguyen tea in markets inside and outside the province, and ensuring the achievement of the goals and targets for the development of the tea industry.

The delegates also requested the Provincial People's Committee to report on the progress of implementing Resolution No. 11-NQ/TU dated February 3, 2025, of the Provincial Party Committee on the development of the Thai Nguyen tea industry in the period 2025-2030, specifying milestones (area, production, value, deep processing rate, export rate), and comparing it with the set roadmap, so that the session has a basis to accurately assess the feasibility of achieving the billion-dollar target by 2030. They also requested that resources and policies be prioritized for deep processing and trade promotion, expanding export markets, instead of focusing solely on expanding cultivated area – because the added value mainly lies in processing and branding, not in raw production volume.
In addition, delegates requested that the province pay attention to allocating resources and researching mechanisms to continue preserving the ancient tea trees on Bong Mountain, Duc Luong commune (formerly Minh Tien commune), as the locality does not have sufficient funds to balance the budget after implementing the two-tiered local government model.
The proposals and recommendations from the group discussions not only contribute to refining the decisions at the session, but also open up new directions for Thai Nguyen to continue unlocking resources, developing key industries, and improving the quality of growth. This is also an important foundation for the province to maintain its double-digit growth target in a rapid, sustainable, and inclusive manner.
