Minister of Construction Tran Hong Minh stated that, in fulfilling the tasks assigned by the Government and the Prime Minister , the Ministry is coordinating with localities to develop a medium-term public investment plan using central government budget funds for the period 2026-2030 to invest in the development of the expressway network.
In addition to the expressways specifically identified in the Action Program of the 14th National Party Congress, there are a number of particularly urgent expressway routes and sections with high socio -economic and investment efficiency that need to be implemented immediately. Some routes according to the road network plan also need to be studied for investment before 2030.
Specifically, these include expressways connecting the two growth poles of the country, Hanoi and Ho Chi Minh City, such as: the North-South Expressway (Western section) from Phu Tho to Co Tiet and Co Tiet to Yen Bai (providing seamless connectivity along the north-northern mountainous region to Ring Road 5 - Capital Region).
The Western section of the North-South Expressway, from Pleiku to Buon Ma Thuot and Gia Nghia (connecting the Central Highlands provinces with the Gia Nghia - Chon Thanh expressway currently under investment).
The North-South Expressway (Western section) from Duc Hoa to My An (connecting seamlessly the vertical axis from the Mekong Delta region to Ho Chi Minh City's Ring Road 4).
Ho Chi Minh City - Tien Giang - Ben Tre - Tra Vinh - Soc Trang - Ca Mau Expressway (strengthening regional connectivity, supporting investment attraction, urban development, industry, services, and logistics; connecting Tran De and Hon Khoai ports).
Expanding the Hanoi - Bac Giang expressway (the section of expressway at the gateway to Hanoi that is currently congested and needs to meet expressway standards for operation).
The project to expand the North-South Expressway in the East (which is the largest north-south transport corridor expressway in the country, playing a very important role in socio-economic development in the new era).
The preliminary total investment for the seven projects is 345,932 billion VND. Of this, the state budget capital requirement for the period 2026-2030 is approximately 223,300 billion VND.
During the period 2026-2030, several East-West connecting expressways, which play a crucial role in linking mountainous regions with coastal areas and connecting with border gates of Laos and Cambodia, also need investment to facilitate trade with neighboring countries. These include: Vung Ang - Cha Lo; Ha Tinh - Cau Treo; Phu Yen - Dak Lak; Nha Trang (Khanh Hoa) - Lien Khuong (Lam Dong); and Ha Tien - Rach Gia - Bac Lieu section (Ha Tien - Rach Gia).
The preliminary total investment for these five projects is approximately VND 168,978 billion. The capital requirement for the period 2026-2030 is approximately VND 111,270 billion.
Therefore, the total capital investment needed from the state budget for the 12 projects during the 2026-2030 period is 334,570 billion VND.
